Rafi Ul Shan is a community leader and grassroots governance practitioner serving as District Admin of Volunteers Leading Governance (VLG), Nankana Sahib.

Partnering with the District Council, Municipal Committee Warburton, local government departments, and educational institutions, he has mobilized more than 1000 volunteers across his district to lead sanitation, drainage restoration, complaint-response, and girls and boys school vicinity improvement initiatives across all three tehsils and over 200 villages and towns.

He formerly served as President of the Young Peace & Development Corps, an initiative of the Ministry of Planning, Development and Special Initiatives, at Forman Christian College.

He is a Nature Positive Universities Student Ambassador, a network co-founded by the University of Oxford, and advances the UN SDGs through research, academia, and community service.
